Male adoptee dob : 9-14-1975 in Burbank

I am helping my friend search. Some of you might remember me from my own search. I found someone who could use some help. His name is Dan. His dob: 9/14/1975 Place of Birth: Burbank, California We'd like to locate any birth family. No strings attached. I am also interested in Ca adoption search laws. Where can I find those? I need to know what he needs to do to try and obtain his obc as well as is there a birth indexx online or does that need to be manually searched? Do the courts use intermediaries? Thanks!
