Searching for grandfather's birth parents (b. 1915)

Hello All, I have been trying to find the names of my grandfather's birth parents for ages. His birth name was Jackie Fleisher and he was adopted in Ottawa in 1918 by an American couple from New York City. He was born in 1915 (possibly in Montreal) and most likely placed in a Jewish orphanage in Ottawa. I have already searched for the adoption records via ServiceOntario, but there were no matches. It is very possible that his adoption was carried out "outside" the law... Would anyone be able to help identify potential orphanages in the Ottawa area that would have been active in the 1910's and which may have had a Jewish faith affiliation?
