Does the Indiana Per Diem rate include child care or is that reimbursed separately?

Actually as of January 1st the per diem no longer includes a childcare consideration in the figure. When Ball State did the surverys that EVERYONE received(ha ha) asking about the real costs of providing for a foster child, daycare costs were removed. This question was covered specifically at the meeting I attended and I got quite heated with the presenters as Jeni-B and Becki know! CCDF is provided for low income families and does include foster children, however the current wait is approximately 2 and a half years long. Ya know because DCS didn't need the $104 million that Payne returned to the states general fund. Oh and let's not forget the $300 million EBT overage that was discovered. So if you need childcare, you are out of luck. I was unable to find childcare that was not more per day than the per diem. Working foster parents aren't where they are going to be spending there resources is what I was told.
But hey.. according to Mitch and his state of the state address last night.. Indiana is booming.. everyone should live here.. we are building more Bike trails ( not meant to upset bikers of course) and we have money in the savings account and a AAA credit rating.. and we are every other states idol! Why does the subsidy waitlist and child care issue never get mentioned. ? It seems like they just ignore all they dont do.. to brag about what they do, which in my opinion they cant afford if they arent paying the bills!!! I get so angry!!!!!!!!!!!!!!
