Hillcrest Receiving Home

My twin brother and I were placed at Hillcrest in, maybe, 1979 or 1980. We were only 5-6 y/o. Don't remember too much about it except that for the first time we had a warm place to sleep, food in our bellies and shortly after placement, nice foster parents. I have been trying to work with San Diego Co. to find the records regarding our placement and am running into a brick wall. Has anyone else ever had this experience? They claim we dont exist in their records.. however I know I was in foster care in San Diego Co. So odd!
